Shaun is a leading infrastructure advisor with over 25 years of experience in the development and procurement of major projects, supporting some of Australia's most complex and high-value infrastructure outcomes. Known for bringing commercial discipline to technical decisions, he has played pivotal roles in multi-billion-dollar projects including the West Gate Tunnel and North East Link, as well as more recent infrastructure investments such as the River Torrens to Darlington Project in South Australia and the Logan West Upgrade in Queensland.
Shaun operates at the intersection of technical engineering, commercial strategy, and risk allocation to inform key investment and procurement decisions. He is recognised for his ability to simplify complex issues, structuring and aligning project requirements, delivery models, and commercial frameworks to support effective market engagement and delivery across a range of contract models, including standard and collaborative arrangements.
With significant experience in the PPP sector, Shaun has contributed to some of the largest transport PPPs in Australia. His involvement has included strategic technical advisory roles, risk transfer advice, transport modelling, tolling concept development, design advice, technical documentation, performance requirements and KPIs, procurement support, and facilitation of interactive workshops through to evaluation and negotiation phases.
His expertise in toll roads, road pricing, transport modelling, and performance-based specifications is complemented by a reputation for providing clear, independent advice at critical decision points, helping government and private sector clients navigate high-risk and high-stakes decisions with confidence and commercial rigour.
More recently, Shaun has provided advisory services in the energy sector, including transmission projects such as the Western Renewables Link and the Gippsland Offshore Wind Transmission Project.
Prior to establishing Smedley Technical & Strategic, Shaun was Executive Director of the Technical Advisory Group at the Linking Melbourne Authority (LMA), where he served as the State's technical lead for the East West Link project, providing technical oversight and leading contract negotiations that culminated in the $5.3 billion contract award. Before joining LMA, Shaun spent 12 years in transport consulting with two high-profile international firms.
