Louisa has been leading the Commercial Infrastructure and Pricing team at SmedTech since its inception in 2023, driving the development of a specialised capability focused on commercial infrastructure assets, particularly toll roads.

Most recently, Louisa has played a key role in supporting the North East Link State Tolling Corporation (STC) through a secondment as Commercial Tolling Manager. In this capacity, she has led multiple workstreams underpinning toll pricing and strategy for the North East Link project, including convening and managing governance forums and central government agency steering committee engagement. She has also provided technical leadership on toll road projects in Queensland, including the Gympie Road Bypass Tunnel and Logan Motorway upgrades, supporting both Treasury and the Department of Transport and Main Roads (TMR).

Louisa began her career in transport modelling and has since built a broad and integrated skillset across the infrastructure lifecycle. Her experience spans project feasibility and options assessment, business case development and economic appraisal, commercial pricing strategy and frameworks, tolling structures and revenue forecasting, PPP technical documentation, travel demand modelling, traffic impact assessment, public transport planning, and stakeholder and community engagement.

She has contributed advisory expertise to a range of major transport projects, including North East Link and Doncaster Busway, Gympie Road Bypass Tunnel, Logan Motorway upgrades, West Gate Tunnel, Suburban Roads Upgrade, East West Link (Eastern and Western Sections), CityLink-Tulla Widening, M80 Upgrades, and the Metro Tunnel.
