Elvira is an experienced infrastructure professional with a strong background in managing complex, multidisciplinary projects and programs. She has worked closely with stakeholders at all levels, from project managers to executive leadership teams, supporting project development, delivery, and business planning. She is recognised for her ability to build strong client relationships and engage stakeholders to establish practical governance and management frameworks that support successful project outcomes.
At SmedTech, Elvira has applied her expertise in project, program, and contract management, technical specification development, and cross-disciplinary team leadership across major infrastructure initiatives in Victoria and South Australia. She has supported the implementation of innovative contract models, including work with Major Road Projects Victoria on the development and delivery of the Incentivised Target Cost model, where she managed a large-scale program of technical specification reviews across more than 40 projects in collaboration with project, commercial, transaction, and legal teams. In South Australia, she supported the Department for Infrastructure and Transport on the Torrens to Darlington Project, managing the review and delivery of tunnelling and systems specifications from inception through to finalisation. She has also led key aspects of SmedTech's engagement with the State Tolling Corporation, including the management of contractual and financial obligations, contributing to the independent review of the Toll Collection Capability Delivery Case and, most recently, operating within the client team in a project management role on secondment.
Prior to joining SmedTech, Elvira worked as a consultant with a leading multidisciplinary engineering firm, advising major state delivery authorities, before joining a major toll road operator in a range of roles across Victoria and New South Wales. These roles included managing intelligent transport systems projects and overseeing program performance across portfolios of capital projects spanning multiple assets. She also has extensive public transport experience, having managed technical consulting teams and upgrades to Melbourne's tram network.
