Executive Advisor
Andrew is a member of the SmedTech leadership team and is responsible for the strategic management of client relationships and the delivery of projects in alignment with SmedTech's business objectives and values. He acts as a key advocate for client needs within the organisation, ensuring alignment between client expectations, service delivery, and project outcomes.
Andrew brings more than 20 years of experience in the development, assessment, and delivery of major transport and infrastructure projects across both the public and private sectors. His expertise spans the integration of technical, commercial, and economic considerations to support projects from early concept development through business case preparation, procurement, and delivery.
Most recently, Andrew has led multidisciplinary teams in the development and delivery of contractual documentation for major infrastructure projects across a range of delivery models, including Public Private Partnerships (PPPs), Alliances, and Design and Construct (D&C) contracts. This expertise has been applied across some of Australia's biggest and most complex projects, including the North East Link Project, the Torrens to Darlington Project, and the Westgate Tunnel Project.
Andrew also has significant experience in the development and evaluation of Market-Led Proposals from both private and public sector perspectives. His project experience includes the Logan Motorway Upgrade Project, West Gate Tunnel Project, CityLink Tulla Widening Project, and the Melbourne Airport Rail Link, where he contributed from early project development through to contract execution.
In addition, Andrew has extensive experience in ports and intermodal freight planning, having worked with the Department of Transport and Victoria's port authorities on a range of strategic freight and transport initiatives. Key projects have included the Victorian Freight and Logistics Plan, the Metropolitan Intermodal System Project, and initiatives associated with the Port of Hastings.
Andrew believes that every project presents unique technical and stakeholder challenges that require a considered, disciplined, and collaborative approach. He values the role of effective stakeholder and community engagement in supporting informed decision-making and delivering balanced project outcomes through a clear understanding of project benefits and impacts.
