The Victorian Road Maintenance Contracts (VRMC) are long-term, performance-based contracts for the maintenance and renewal of Victoria's road network. Traditionally these services were delivered by the Department of Transport and Planning (DTP), however, they are now delivered by private contractors, with DTP retaining oversight and management. The 2026 VRMC focuses on delivering routine and planned maintenance services to ensure the ongoing integrity, reliability and safety of the network.

Objectives

The Victorian Government invited tenders for the 2026 Victorian Road Maintenance Contracts (VRMC) across three regions in Victoria:

  • Grampians.
  • Loddon Mallee.
  • Metro East.

The 2026 VRMC builds upon the previous contracts, maintaining the performance-based model which consisted of key contractors managing current regional road maintenance. This updated contract will continue to deliver routine and planned road maintenance services for road, roadside and structural assets within each of the three regions – with a particular focus on extensive structural repairs and pavement management. These contracts aim at driving consistency, accountability, and value-for-money for the State in maintaining Victoria's vast road network.

Our services

SmedTech was engaged by DTP to provide an independent evaluation of the VRMC tender submission, supporting the broader procurement process. Our role was to deliver objective, evidence-based insight to complement DTP's internal evaluation. In this role, we:

  • Reviewed key documentation, including the Request for Tender (RFT) documents, updated road maintenance Standard Section 750 Part B and supporting materials to develop a comprehensive understanding of the scope and requirements.
  • Independently assessed and validated forecast maintenance activity frequencies to inform the evaluation of pricing submissions.
  • Conducted an evaluation of five tender submissions across the three regions, focusing on Technical and Services, Safety and Risk Management, and Capability and Capacity.
  • Prepared a detailed draft and final independent evaluation reports outlining SmedTech's findings across all submission and regions to inform DTP's overall evaluation and decision-making process.

Our impact

SmedTech played a critical role in supporting the successful evaluation of the VRMC tenders, ultimately providing the primary assessment during a period of constrained internal resourcing for DTP. Our work enabled DTP to undertake a robust, transparent and confident evaluation process appoint the preferred contractor unbiasedly and with a reduced risk-position for the State.
