‍The Logan West Upgrade project is set to upgrade the key freight and transport corridor carrying over $1 billionof freight each day across South-East Queensland, providing essential access to Brisbane Airport and the Port of Brisbane.The project involves upgrading and widening the tolled section of the Logan Motorway between Brisbane Road and BeaudesertRoad, under a complex tripartite agreement requiring close collaboration between the State and Transurban Queensland (TQ)to provide congestion relief and reduce travel times for drivers.

Objectives

The Logan West Upgrade project (LWUP) aims to relieve congestion and reduce travel times for the estimated 210,000 daily trips on the Logan Motorway and address the worsening congestion impacting productivity and road safety ahead of the 2032 Brisbane Olympic and Paralympic Games.

Key upgrades include road widening to accommodate additional lanes in each direction, delivery of smart motorway technologies and pavement rehabilitation.

The Logan Motorway is under concession via a Road Franchisee Agreement (RFA), between Transurban Queensland (TQ) as the Franchisee and the State. This project will be delivered via the upgrade proposal mechanism under the RFA.

Our services

SmedTech supported TMR to develop the scope and requirements for the LWUP in association with TQ, navigating the contractual complexities created by the RFA. In this role, we:

  • Supported the TMR project team in reviewing TQ's initial project submission, identifying key design, scope and delivery considerations.
  • Collaborated with TMR to establish the project development framework and align it with strategic objectives.
  • Prepared a high-level requirements document, the Objectives Based Specification in consultation with TMR and its advisors.
  • Worked closely with TMR and TQ to evaluate and optimise the proposed design solution.
  • Led drafting of the Scope of Works and Technical Criteria (SWTC) and its suite of appendices, collaborating with DTMR and TQ technical teams to capture all requirements for permanent works and processes of the project.
  • Worked with legal and commercial teams to ensure technical documentation aligned with the Project Deed and overall contract framework.
  • Supported design optioneering, determined design volumes, adoption of appropriate layout configurations through extensive reviews.
  • Oversaw the development of traffic modelling and collaborated with TQ and the State to ensure design and performance outcomes were aligned.
  • Assisted the State by reviewing TQ submissions, including design development, scope refinement, cost optimisation, and traffic analysis.
