The Gateway Review Process, administered by the Gateway Unit of the Department of Treasury and Finance (DTF), is a structured assurance framework assessing all High Value High Risk (HVHR) projects and programs at six key decision points (known as gates) throughout their lifecycle. It provides independent, expert advice to government on the likelihood of successful delivery. The review process is conducted by a team of independent expert reviewers, accredited to the Gateway process. This ensures evaluations are objective and rigorous to support informed government decision-making.

Objectives

The Gateway Review Process supports government decision-making by providing independent, timely advice on the progress and successful delivery likelihood of HVHR projects at key decision points. HVHR projects are considered high risk using DTF's risk assessment tool, the Project Profile Model (PPM) and/or has a Total Estimated Investment over $250 million. Reviews are conducted at the following six gates, as well as at the Project Assurance and Program Review levels:

  • Gate 1: Concept and feasibility
  • Gate 2: Business case
  • Gate 3: Readiness for market
  • Gate 4: Tender decision
  • Gate 5: Readiness for service
  • Gate 6: Benefits realisation

This process is necessary to drive continuous improvement, identify best practices, and deliver ensured successful project outcomes and governance.

Our services

SmedTech has independent experts, accredited with the Gateway process. We were engaged by DTF as an independent reviewer to support the Gateway Reviews of large two HVHR government projects:

  • Cameron's Lane Interchange — Gates 1 and 2 Review
  • MRPV Program Delivery Approach — Program Review (Gates 3, 4 and 5)

Our deep, hands-on experience enabled us to offer unique, informed input throughout the Gateway Review process.

Our impact

As a key member of the Gateway Review team, SmedTech played a vital role in assessing the Cameron's Lane Interchange Business Case, determining its suitability and appropriateness early in the process as part of the Gates 1 and 2 Review. In our review of the MRPV Program Delivery Approach, we evaluated four projects for compliance with the criteria outlined in Gate 3, 4, and 5 of the Gateway process. Our findings from the assessment concluded that all projects were well-managed and met the required Gateway assessment criteria, resulting in continued delivery confidence.
